some low visibility spots. right now. temps are in the 50's to 60's san francisco at 54 berkeley. 55 concord in dublin, the each at 62 degrees right now. now, as compared to yesterday when we had those super calm winds. take a look at where wind speeds are at this morning through the delta. we have 26 mile per hour winds in vacaville. that's a cool ocean air steering its way to the car. keen as the delta out from the golden gate and that cool air slipping right back in mother nature's they see kicked right back up and this will have an effect on our daytime highs today in a way that i think will enjoy. here's your view at the coastline. half moon bay, definitely on the foggy, if not misty side out there, one skies clear out today, just a lot more pleasant. most of us are going to be in the 60's 70's to 80's with low 90's at the very warmest for inland areas. let you know what those changes look like, right where you're at. still to come. as for your roads, we are looking at a pretty easy commute. still hardly anyone crossing the bay bridge toll plaza at this moment. in fact,

looking really empty. that's probably just a bit. now you can see more people coming through and it's likely going to be a fairly busy thursday commute ahead. san mateo bridge at 12 minutes for your crossing there. all the other bridges like the richmond center fell in the golden gate are also rolling at the limit. watch for the return of fog at the golden gate this morning. rain wind. john, thank you for that to a big story we're following. dozens of rv's used to line the street. >> weiner lakers and san francisco until city officials recently ordered them move. as you can see, the rv's did move only about 2 miles up the road that's now creating a set of new challenges for people in that new location. but for sarah stinson has that story for us. >> the rv community is now parked behind the san francisco zoo and next to a rehab center. this is creating some trash in safety concerns for people in the area. but families who live in the rv say they don't know where else to go. >> in our view, community has popped up right behind the san

francisco zoo. many of these families moved their mobile homes about 2 miles from where they used to park on winston drive near san francisco state after the city started enforcing parking signs, there are no rv's in sight. the coalition on homelessness says as of august 1st, more than 50 low-income families living in rv's. there were forced out. that includes karla hernandez and her 2 kids. she spoke with us in spanish explaining how hopeless this has made. her feel from feel disappointed because we thought we were going to be able to stay here. the rv community now on zoom road is also next to the pomeroy, recreation and rehabilitation center, a facility that offers support for kids and adults with developmental disabilities. some of the parents are very uncomfortable. you know, they they don't understand. >> all these people around them, it's kind of scares. hernandez says they try not to bother anyone in keep the area clean. the coalition on homelessness is calling on the mayor to create safe parking for rv's.

>> the mayor's office released a statement saying in part, quote, mayor breed agrees the rv's should not remain near the pomroy center along zoo road. the city has already conducted in-person outreach with rv occupants on zeroed and will continue to do outreach and offer support housing and shelter while enforcing parking laws. hernandez says she worries about her family being forced out yet again. we would like to stay here. we're simply asking for that a place where we can stay put and not have to keep moving so frequently because moving arby's is complicated. moving them here to there. it's complicated the city has not flat out said when they will force the rv community to road. >> just that they're offering services to them. the department of homelessness and supportive housing says as of june 27th 27 households have been moved out of their vehicles. >> and into housing reporting in the studio. sarah stinson kron. 4 news. >> well, in the east bay, police in oakland are invpstigating a shooting that

killed one person in the middle of the afternoon. this is video shared on the citizens app showing the scene on hilton street. police say they responded to the scene around 2.30 and found a person shot. the person died on the scene. police have not released any details on a suspect or motive. and in the north bay police responding to a column massive sideshow. this is on georgia street in columbus. police say over 100 cars are participating and blocking traffic because of the large scale of the sideshow of little police enlisted the help neighbor law enforcement. they also asked for air operations join in. police were able to arrest 14 people in impound for cars. well, a memorial is growing for a little boy who died after he was hit by a pickup truck. this all happening in the south bay, 11 year-old boy has been identified by the family. his name is cs, a moral maros bar high. now as parents, it is a statement saying, quote, that acs will

be deeply missed by all who knew and loved him. his light touch so many lives in his maybe we will continue to shine for infinity in our hearts. family also adds acs loved basketball. how the deadly crash happened around 4.30 tuesday, right at the intersection of lee and camden avenue in san jose. police say acs was riding a scooter with 3 friends when he tried to cross the road against a red light was hit by the truck. police say the driver stayed on the scene and cooperated with police. they say speed and alcohol were not factors in the crash with the new school year. starting this morning for san jose unified school district city officials urging both drivers and pedestrians to be careful. every traffic collision has a. >> a reason for right. somebody violated some type of traffic law and order for that to occur. grade. we call them in action. but really somebody had to have done something for this to happen. they are sometimes accidental, right? there is no intention behind it's really about make sure we talked eleven's about safety

this high-pressure ridge that certainly still sits in place is just a little bit further east sea breezes kick back up. we will see the potential of some thunderstorm activity in the sierra today, but not so much back here at home. in fact, really the only thing we've gotten futurecast is this generous breeze pushing inland that cool coastal air and mist and fog at the coast and a nice sunny, but much more comfortable day for inland areas after today. this is the trend that will carry through the rest of the forecast. generally a westerly breeze into the bay area allowing us that ocean cool there and a little bit of fog during mornings, mostly sunny afternoons. today's daytime highs in the city only going to be in the low 60's at the coast. upper 60's for our bay shores and neighborhoods. looking at some 60's right along the coast on highway one 70's to 80's for most of the rest of us. and only a few spots hanging on to the low 90's today, including morgan hill, most gatos. well, san jose down to 84 degrees,

pleasanton and livermore. also low 90's, freeman, 81. hey, we're done. i-76 the at 71 degrees. even walnut creek down to san ramon down in the 80's today, antioch, our warmest spot at 96 degrees. filet o you return to the 70's today at 79 looking ahead. this is kind of the temperature trend that we have for the rest of the week with low 90's that our warmest inland lot of 70's along the bay shore next week. it's even cooler yet with highs down into the 70's to 80's. as for the roads, we had earlier incident on the bay bridge right around the fremont street exit. it did look like one of the lanes was blocked into what was an apparent collision. but the tow trucks already they're having cleaned up that incident. we do have a residual delay, though. your drive. time is now at 20 minutes that delay really starting to be seen. once you head towards the midsection of the east and the bay bridge. so to the toll plaza, you're still fine. but once you're on the stand to expect a slowdown and this could result in earlier earlier traffic

ask voters whether they want to grant public agencies within the county, a more direct role building affordable housing measure introduced to the board in mid-july in an effort to make it easier to get much needed. affordable housing built city supervisors say they do not want rush their decision like to wait until the next voting cycle to move forward on that measure. officials say that postponing the measure to the ballot. we'll give the county more time to conduct community outreach. hold informational sessions. motors in san francisco are going to see a measure in the november ballot that addresses the city severe shortage of first responders, the board of supervisors introducing the first responders to the loan forgiveness program where the city will reimburse first responders up to $25,000 for related educational or training expenses and student loans. if approved, it will become san francisco's first loan forgiveness program for first responders. vice president kamala harris and

what caused this fire tuesday night on 8.80, in san leandro. wow, according to chp, a possible shooting happened on the highway before car crash went up in flames. investigators did find the little holes in the car say the shooting did not cause any injuries. driver and the passenger are recovering related to the crash and subsequent fire. we don't have any word on arrests yet. then they'll bakery set to pay $162,000. 4 air quality violations. it happened at their facility in south san francisco. quality officials

>> welcome back to the kron. 4 morning news. before you head up a house, you need to know how to dress today. i'm so mean maybe still some light colors time. good morning. >> i love it. yeah, any colors you want to what we got to get out there to do today is enjoy little bit of a cool down. as far as temperatures go. you can see out there from mount tam just a little bit of the city lights. we got some fog this morning that is pushed back in and that is cooled us off as compared to the past few days. actually notice this difference in temperature and for the better too 50's and 60's for current temps, oakland at 58 conquer dublin at 62 degrees right now. santa rosa and sonoma among to over cooler spots, along with at the sf in each sitting at 54 degrees now compared to the same time yesterday. this is a little bit cooler. the real difference will be made this afternoon. sea breeze is back

and in full force. take a look at the delta breeze, fairfield and vacaville between 20 to 30 miles per hour. wind or write to the car. king is in the golden gate so that ocean airs steering its way back in what a change from yesterday's calm conditions during the morning. 60's 70's 80's for most of our highs today. a few low 90's at the very warmest. let's go to the roads. and as far as the bay bridge goes, we did have the earlier incidents right around the fremont street exit that didn't look to have one lane blocked. that is actually down a little damages for sure drive. time goes. we're at 25 minutes right now to get across the bay bridge. so there is some delay there, even though it does seem like the incident has been cleared. as for the san mateo bridge, 12 minutes to make your crossing. that's the limit. no impact. richmond center fell at 6 minutes. that's a great right time. and looking across the golden gate bridge, your typical 19 from novato to the toll plaza traffic picking up as is that fog. all right, john, thank you for that.

breaking overnight. >> a suspected dui driver slams into a power pole causing a huge mess. this happened on the same exact street that and 11 year-old boy was killed earlier this week. rovers. we'll live in san jose with the latest you're just on the other story yesterday. >> yes, this is camden avenue right behind me. this is several miles from the other location where the 11 year-old boy was hit and killed. you can see this scene very active. you can see downed power lines right there, right in front of the taco bell. this is at the intersection of camden and kuz or road. we will zoom in on that car. it's still there. you can see that power pole fell on top of the car. amazingly, the driver was electrocuted. now, let me show you video of the scene. this all went down at around 2.40, in the morning when for some unknown reason still under investigation. this is like a tea intersection. so you either make a left or right.

you cannot go straight ahead. but that's exactly what the driver did slams into the power pole takes power lines down. you know somehow he manages to remove himself from the car, even though lines are down, he could have been electrocuted while trying to find out exactly why he was not electrocuted. but there were people inside the taco bell and outside the talk about at the time. fact, we had a chance to talk to one of the witnesses. here's what he had to describe about the driver. >> it's, you know, we drive to fly with this evening everything is a hallmark exposing and wortham to north lake city. so i got in my car my with end. i do see the parker. >> we're just hoping everything. >> lots of smoke at that particular time. no spoke down. but this is a huge, seen

you can see this intersection. you can see the downed power lines moving from the left to the right your screen police officers. they're actually at the are there intersection as well because they don't want anybody getting too close to the power lines. i do see electricity in this area. lots of lights inside the apartments in nearby businesses. as far as the driver, he was taken to the hospital at this particular point. i'm sure police officers are interviewing him if he's ok to be interviewed to find out exactly what happened as far as when this intersection will be reopened. i did get a chance to talk to some of the pg and e workers. they say they simply don't know. this is a huge task because not only do they have to remove the power lines, of course they have to re store before they get it back to the public so they probably will be shut down well into the morning. back to you. wow, it's certainly going to take some time. so we'll be

fortunately did pass away from his injuries with san jose. police still mourning his death when it comes to statements. take a look. this is a statement that was put out on social media by san jose police department thanking everybody for their support. they also say the road to recovery for bear will long and extremely, extremely grateful to get her home. another statement put out by san jose mayor matt mahan posting and saying how thankful the city was and thankful to those at the hospital that were helping their but her recovery, adding that she has a broken job, cracked ribs and internal bleeding and also spent 4 days that intensive care unit it comes to the driver allegedly responsible for bears injuries and her colleagues, death officials say it was a 44 year-old morgan hill man with a history of duis. he was arrested for felony vehicular manslaughter and driving under the influence. back out here live again. they were very thankful last night as we get more updates on her recovery were any details regarding the person who was behind that.

we'll continue to keep you updated. that is the very latest reporting live in san jose. michael thomas from 4 all right, michael, thank you for breaking that down for us. >> so when alameda county, dozens of death penalty cases are now under review after it was uncovered, prosecutors black and jewish people from serving on juries. 12% kerman has more on that story for us. >> for the past 38 years, kurtis lee irvin, he's been in state prison. 33 of those on death row for the 1986 murder of carlie mcdonald and east bay, mother of 4. now the california attorney general's office determined the conviction cannot stand because of misconduct on the part of prosecutors working at the time in the alameda county district attorney's office, the basis for the attorney general's concession. >> is that i'm the different deputy district attorney mister anderson. during jury selection. he exercised his peremptory challenges in a way to exclude. i believe it was 9 of the 11 black jurors and one

jewish tour that were denied the opportunity the right to serve on a jury on a death penalty case. the victim in this case was white. mister ervin is black. alameda county district attorney pamela price following the attorney general's decision. >> a federal district court overturned the conviction. now it's up to her to decide what happens next to the 71 year-old irvin who is currently at a prison medical facility in stockton. we can retry the case. we can dismiss the case. we can settle the case. this is just one of 35 death penalty cases. a federal court has ordered prices office to review following the discovery of similar misconduct in the case staket for the 1993 murder of a 9 year-old. and that case takes us being re-sentenced, which could lead to his release next year. price offered apologies to the family of irvin's victim and blamed it on those who used to run the da's

office because of the failure of the supervisors of mister anderson. and so many failures over the years that they have now been. >> i once again subjected to having to relive the facts their mother's murder and the trauma of going to trial and having this whole situation once again brought up in the media and addressed by our office and the continuing litigation. the district attorney's office now has 60 days to decide what they want to do with this case. >> among the options, whether or not they want to retry the case. dan kerman kron, 4 news. >> well, settle say police arrested a 16 year-old boy who they say is connected to a carjacking. this happened in the south side of the city. police said the stop the teen in the area that this loaded gun in his possession solak returned to the victim. the 16 year-old boy was booked into juvenile hall for charges including carjacking. man who admitted to trafficking a 13 year-old girl with the sentence. 24 years in prison.

that incident had about 3 years ago. according to police, the man identified as marcus carter took the victim from stockton, forced her to engage in commercial acts with buyers in california and reno for about 2 weeks. they say she managed to escape to a gas station. new streets in salinas in addition to prison time, carter will be required to register as a offender for the rest of his life. and sandra fell. 3 teens accused of you attacking someone in june. they are now in juvenile hall. police say the assault happened in the area. playa del rey and the canal neighborhood. the 3 teen boys assaulted the victim with brass knuckles. the person was taken to the hospital. police shared this photo of the weapon along with other guns found inside the car during that arrest and license plate reader helped police locate the suspect vehicle teens are being charged with felony assault with a deadly weapon. that update to bring you on a cold case investigation in san jose. police have now released a sketch of the suspect. ok?
